01 / PLAN YOUR HUNT
Utah DWR identifies Panguitch Lake as Elk Herd Unit 28 across parts of Garfield, Iron and Kane counties. Its management plan describes a limited-entry bull strategy and a mix of land ownership. The unit is a hunting area, not simply the shoreline of the lake, and it is separate from Paunsaugunt and Boulder.

Send the complete hunt number, weapon, dates and whether your permit is for a bull or antlerless elk. Check the current DWR guidebook and Utah Hunt Planner for the specific hunt. A unit management plan provides background; it does not substitute for the rules on your permit. Confirm the legal boundary and access before selecting a location or relying on a map saved from an earlier season.
03 / PLAN YOUR HUNT
DWR’s plan references the Dixie National Forest travel plan and identifies public and private habitat. Ask about the route to the proposed meeting area, the vehicle arrangements and the amount of travel before hunting begins. Check current road and land-manager restrictions close to departure. A public-land label does not mean every road is open, and a unit boundary does not provide permission to cross private land.

Talk through early starts, time spent walking and glassing, and how your party handles uneven ground. Tell the guide about physical limitations before agreeing on a plan. Ask for recommended layers, footwear and day-pack preparation for the proposed dates. Settle lodging and meals in writing, and clarify whether retrieval, meat care or transport are included or remain your responsibility.
